CFA welcomes managed transition to new Level 3 floorcovering qualification

THE Contract Flooring Association (CFA) has welcomed the introduction of a 24-month transitional arrangement for the new Level 3 Floorcovering NVQ in England, Wales and Northern Ireland, describing the move as a practical step towards a more robust qualification structure for the sector.

The decision follows extensive work by the Floorcovering National Working Group, which has been reviewing National Occupational Standards (NOS), future qualification structures and the wider competence requirements of the floorcovering industry.
Shaun Wadsworth, deputy CEO of the CFA, said the transition period strikes the right balance between maintaining the industry’s long-term ambitions and ensuring employers, training providers and learners have sufficient time to adapt.

‘The direction of travel is clear,’ said Shaun. ‘The industry is moving towards a consistent Level 3 qualification structure, with Textile and Resilient ultimately combined into a single pathway. However, it became clear during discussions with employers, training providers and other stakeholders that the sector wasn’t yet ready to move immediately from the current structure to the new model.’
The review of the NOS identified Level 3 as the minimum qualification level for floorcovering occupations, leading to the development of a new qualification framework designed to provide a more consistent approach to occupational competence.

While the Working Group supports the move to a combined Level 3 Textile and Resilient pathway, concerns were raised about the pace of change and the industry’s readiness to implement the new structure.
As a result, a managed transition was agreed, allowing existing Level 3 pathway arrangements to continue temporarily while the sector prepares for full implementation of the new qualification.

‘This isn’t a change in the long-term objective,’ Shaun explained. ‘The transition period simply provides the time needed for awarding organisations, training providers and employers to prepare properly and ensure learners aren’t disadvantaged by an abrupt change.’
The CFA has stressed that the transition arrangement shouldn’t be confused with the withdrawal of the Level 2 Floorcovering NVQ, which has now been confirmed with immediate effect.
‘The transition period isn’t an extension of the Level 2 qualification,’ Shaun said. ‘It’s a managed progression between the current qualification arrangements and the future Level 3 structure.’

The association said the changes form part of a wider programme of work aimed at strengthening competence across the floorcovering sector and aligning qualifications with industry expectations and CITB competence frameworks.
According to the CFA, the transition period will allow awarding organisations, training providers and employers to adapt their delivery arrangements, communicate the changes effectively and prepare the workforce for the new combined pathway.
A formal review will take place after 12 months, with further assessment points throughout the transition period to monitor progress and identify any additional support required.

‘Qualifications must reflect the skills required by industry while also providing employers and learners with clear and achievable progression routes,’ said Shaun. ‘A qualification structure can only be successful if the sector is able to implement it effectively, which is why this transition period is so important.’

The CFA said it will continue to work closely with CITB, the Floorcovering National Working Group, awarding organisations, training providers and employers throughout the implementation process.
The association believes the new structure will ultimately help create a more flexible, competent and highly skilled workforce while ensuring the industry has the time needed to make the transition successfully.
